Summary: Guy Goodwin-Gill, a professor of international law at Oxford University, gives his legal opinion regarding a Palestinian state under the jurisdiction of the Palestinian Authority. He says that the Palestinian Authority does not have the power to dissolve its parent body, the Palestinian Liberation Organization, which he cites as the sole representative of the Palestinian people. He also addresses the right of return for refugees and the representation of Palestinians outside of the Occupied Palestinian Territory, concluding that the Palestinian Authority's move to secure statehood recognition do not fully represent the Palestinian people.
