The text of the first draft of the Saudi Initiative

Lebanese Al-Safeer newspaper published yesterday the first draft of the Saudi Initiative that will be submitted to the Arab Summit in Beirut on March 27-28, 2002. The newspaper explained that the text was made in draft under the title of "Independent Resolution - the Palestinian File" and it includes seven vague items with no details. The seven items are the following:

1- The call for Israeli withdrawal from the occupied Arab territories in 1967, including the Syrian Golan Heights and what is left from Lebanese territories under occupation.

2- Establishment of a Palestinian state with Jerusalem as its capital.

3- Finding a just solution for the Palestinian refugees according to resolution 194.

4- Establishing normal peace relations with Israel.

5- To address the public opinion in Israel to meet the Arab call for peace.

6- Welcoming the UN Security Council Resolution no. 1397.

7- To commission the Summit presidency and the Secretary General of the Arab League and the Arab Follow Up Committee to follow up the Initiative.

The newspaper explained that the Saudi-Egyptian-Jordanian consultations produced a consensus on keeping the initiatives without details or full explanation and to keep it in the context of constructive vague diplomacy.
