Phase A: November 2002 - May 2003 (interim phase / elections)
First phase: October - December 2002:
- Forming a new Palestinian government and appointing a PM with authorities.
- The PLC appoints a committee to draft a constitution for the Palestinian state.
- The Palestinian Leadership issues a statement recognizing very clearly the right of Israel to exist in peace and security and calls for the immediate halt of the armed Intifada and all acts of violence against the Israelis everywhere. All Palestinian institutions halt instigation against Israel.
- The government of Israel halts all activities that affect the confidence including the attacks on civilian regions, confiscation, house demolition, and destruction of Palestinian properties and expulsion as punitive measures and halts settlement construction.
- The government of Israel removes the settlement sites that were erected during the current government.
Second phase: January - May 2003
- The independent committee publishes the Palestinian constitution based on strong democratic parliamentary principles for the purpose of making comments and feedback.
- Establishing a monitoring apparatus from the Quartet Committee.
- The Palestinians implement the demands of the Quartet Committee in the legal, administrative, and economic aspects.
- The more progress in the security cooperation, the Israeli army will withdraw more gradually from the regions that were reoccupied since September 28, 2000, and the withdrawal will be concluded before the Palestinian elections.
- The government of Israel enables the international committee to offer assistance in preparing the Palestinian elections.
- The government of Israel reopens the Chamber of Commerce in Jerusalem and other Palestinian economic institutions in East Jerusalem.
- Israelis and Palestinians conclude a new security agreement according to Tenet Plan including the establishment of an effective security apparatus and halt terrorism, violence, and instigation.
- The government of Israel freezes all settlement activities according to Mitchell Report, including the normal growth of settlements.
- Palestinians conduct free and honest elections for the PLC.
- As the withdrawal till the September 28 borders is concluded, Jordan and Egypt return their ambassadors to Israel.
Phase B: June - December 2003
- The Quartet Committee holds an international conference with the approval of both parties as soon as the Palestinian elections are concluded to support the Palestinian economic recovering and start the negotiations on the possibility of the establishment of a Palestinian state within temporary borders.
- Palestinian-Israeli negotiations to establish a state within temporary borders and implement previous agreements in order to achieve the maximum extent of regional continuity.
- End of temporary settlements and establishment of a state with temporary borders until the end of 2003.
- Another activity around the settlements in conjunction with the establishment of a state within temporary borders.
Phase C: 2004 2005 (State):
- A second international conference: the Quartet Committee holds upon the approval of both parties at the beginning of 2004 an international conference that adopts an agreement over a state within temporary borders and negotiations between the Israelis and Palestinians start to reach a permanent and final solution to be concluded in 2005 including an agreement over the borders, Jerusalem, refugees, and settlements and support the progress in the comprehensive settlement in the Middle East between Israel, Lebanon, Syria and Jerusalem as soon as possible.
