The political program that Hamas Movement presented to the parliament blocs for the purpose of forming a national coalition government and this program was rejected by the parliament blocs.

The following is the text of the program:

In honor to the martyrs, prisoners, and injured and the sacrifices of the Palestinian people and towards protecting the rights of the Palestinian people and maintaining the inalienable national constants and national unity and building the internal home and according to the constitutional duties of the government, and in line with the principle of participation and democracy on the path to protect the rights and interests of the Palestinian people and to support their steadfastness and achieve their national rights and ending the occupation and protecting the right of return and resistance and building the independent full sovereign state with al-Quds as its capital, the program of the government will be as follows:

1- to end the occupation and settlements and to demolish the apartheid wall and work on building the independent full sovereign Palestinian state with al-Quds as its capital and support the steadfastness of its people and to reject the partial solutions and the status quo policy and to reject any project that takes away any of our rights

2- To cling to the right of return of the Palestinian refugees to their homes and properties since this is an individual and public right that cannot be given up.

3- to work on liberating the prisoners and confront the measures of the occupation on the ground in terms of assassinations, arrests and incursions (In particular the Judaization of Jerusalem and the annexation of the Jordan Valley and the expansion of settlements and the fragmentation of the West Bank and the apartheid wall and what resulted from such measures through activating the decision of the ICJ at The Hague on this matter) and confront the collective punishment measures and reject any extortion and the stealing of the PNA funds.

4- Resistance in its various forms is a legitimate right of the Palestinian people to end the occupation and regain the Palestinian people national rights

5- To cooperate with the international community towards ending the occupation and settlements and towards the comprehensive withdrawal from the territories occupied in 1967 including Jerusalem so that the region can enjoy calm and stability at this stage.

6- to conduct a comprehensive reform process on the internal situation and fight corruption and solve the problem of unemployment and build the institutions of the people and society on democratic bases that ensure justice, equality and participation and to exercise political pluralism and reinforce the rule of the law and separate between the authorities and provide and protect the independence of the judiciary system and respect the human rights and the basic freedoms.

7- To build the various national institutions on national, professional and democratic bases away from monopoly and partisan interests.

8- The government stresses on what has been agreed upon among the Palestinian factions in the Cairo Dialogue in March 2005 on the issue of the PLO and stresses on the need to expedite the implementation of the measures needed for that.

9- The government shall deal with high degree of responsibility with the signed agreements in a manner that protects the higher interests of our people and protects their rights and that does not affect their constants.

10- The government shall deal with the relevant international resolutions with a national responsibility in a manner that achieves the protection of the constant rights of our people.

11- To maintain and protect the independence of the Palestinian national decision

12- To stress on the Arab and Islamic depth and activate the support from our Arab and Islamic nation to our people and their just cause in all fields

13- To hold good friendly positive and balanced relations based on mutual respect with the Arab and Islamic countries and the various countries of the world and international organizations

14- to seek free continuity between the cities and villages of the West Bank and between the West Bank and Gaza Strip and work on opening the crossings with Egypt and Jordan on a permanent basis and build the seaport and operate the airport.

15- To protect democracy and reinforce peaceful and smooth transfer of authority.

16- To continue and complete the municipal councils elections on democratic principles

17- To support the Palestinian presence in Jerusalem and the resist the Judaization policy

18- To reinforce the rule of the law

19- To protect the security of the citizen and the homeland and public and private properties

20- To reform the judiciary system and reinforce its independence and integrity and upgrade the competence and performance and protect and enforce its decisions.

21- To protect public and private freedoms and stress on the freedom of expression and the freedom to form parties and ban political arrests

22- To reinforce the structure of the civil society and develop its institutions and deepen national unity and fight corruption and wrong performance and handle the security chaos

23- To develop the administrative and financial reform processes and reinforce the role of monitoring and establish a department for complaints and activate the laws of illicit profit and fighting corruption and waste of public funds and consolidate the principle of equal opportunities for everyone and ban exclusion of anyone from public posts based on political affiliations

24- To develop the competence of institutions that care for the martyrs and injured and the institutions that support the prisoners and injured Palestinian movement.

25- To protect the Palestinian Muslim and Christian Waqf.

26- To protect the rights of the poor and weak and care for the rights of those with special needs and support the institutions that care for these sectors.

27- To work on improving the living conditions of the citizens and encourage social solidarity and expand the social, health and educational safety and protection net and develop the services offered to the citizen in their various forms.

28- To set up a comprehensive development plan at the homeland level taking into consideration the human development in all fields

29- To protect the rights of women, children, youths, families and reinforce the role of each of these sectors in the building process.

30- To reinforce the role of the youth and support their institutions and develop the performance of these institutions and expand the space of their participation in the building process.

31- To set up a comprehensive national plan to treat the problem of poverty, unemployment, work and the graduates.

32- To encourage the housing sector and reduce the problem of housing facing the young married couples and the poor.

33- To reinforce the role of education and higher education and develop their institutions and upgrade their performance and quality of education and encourage and support scientific research and invest its results and care for the graduates and care for vocational education.

34- to develop the health facilities and develop their public and specialized services and upgrade their performance and increase cooperation with the countries of the region and international organizations and achieve self sufficiency

35- To develop the agricultural, animal husbandry, and marine sectors and promote export and food industry.

36- to build the economic institutions of the homeland on the basis of promoting investment and to raise the levels of growth and ban monopoly and exploitation and protect the laborer and encourage manufacturing and increase export and develop the trade with the Arab and international world in a manner that serves the Palestinian interests and reinforce the internal potentials and legislate the relevant laws.

37- To reinforce the national role of the cultural institutions and take care of the Palestinian and Arab heritage and fortify the citizens against cultural invasion

38- To reinforce the independence of the media institutions and protect the rights and freedoms of press and journalists and facilitate their work.

39- To activate and support the role of the trade unions at the professional and general levels.
