Muhammad Shtayyeh, a member of Fateh, serves as the head of PA's Presidential Office since April 26, 2010. He was minister of public works and housing in the thirteenth Palestinian government, appointed by PA President Mahmoud Abbas and on May 19, 2009 he was officially sworn in. He also held this position in the government between February 2005 and March 2006.

Shtayyeh was born in Nablus in 1957. He holds a PhD in economics and worked as lecturer at Birzeit University and was dean of the economics department. He was a founding member of the Palestinian Development Fund, managing director of the Palestinian Economic Council for Development and Reconstruction, (PECDAR) as well as a trustee of the organization named Middle East for Nonviolence and Democracy and a trustee of the Palestinian Center for Policy and Survey Research.

Shtayyeh supervised the 1996 elections and headed the Palestinian delegation to economic negotiations. He has published several economics related articles.
