Khuloud Duaibis, also an independent member, served as minister of tourism and antiquities as well as minister of women's affairs in the national unity government. She retained these positions in the emergency government formed in June 2007, and continues to serve as both minister of tourism and minister of women's affairs in the provisional government.

Duaibis was born in Bethlehem in 1965. She holds a PhD in architecture from Hanover University in Germany. Before serving as minister she was general director of the Center for Preserving Cultural Heritage in Bethlehem. She has also been a lecturer in the masters program in tourism at Bethlehem University. Duaibis is known for her activism in the field of tourism and cultural heritage. For the past 15 years she has been intensively involved with many Palestinian and international organizations in the field of cultural heritage.
