He was born in 1957 in Rafah, and holds a BA in law from the University of Cairo in Egypt, a master’s degree in international law from the American Universal University in the United States, and a higher studies qualification from al-Baqouri Islamic Studies Institute in Cairo.
Hussein was a founding member of the Islamic Society in Gaza, where he became deputy secretary general and was later made secretary general. He was also a member of its board of directors. He founded the Islamic Party in the lawyers syndicate in Gaza. He was a member of the lawyers syndicate between 1985 and 1987 and again between 2003 and 2005.
He is director of a law office in Gaza and founder and president of Dar al-Haq for Human Rights.
