Qadura Fares, a member of Fateh, was minister of state (without portfolio) in the government formed in November 2003 until February 2005. He represented Ramallah district in the Palestinian Legislative Council (PLC).

Fares was born in 1953 in Silwad village near Ramallah. He is a close friend and advisor to senior Fateh leader, Marwan Barghouthi. He is regarded as one of the principle architects of Fateh’s “young guard” movement, which briefly formed the al-Mustaqbal or “Future” list in 2005 before joining Mahmoud Abbas to form a united Fateh list before the elections. He was land and settlements rapporteur, as well as education and social affairs committee member in the PLC.
