He was born in 1950 in the village of Abu Qash, north of Ramallah. He holds a BA in economics from the University of Jordan and a PhD in economics from Prague University. From 1984 to 1991 he worked as an associate professor of economics at al-Najah University, Nablus. He was a member of the Palestinian delegation at the Madrid Peace Conference and at the negotiations in Washington between 1991 and 1993. In 1992 he was appointed head of the PLO committee to work with the World Bank to determine the developmental needs of the Palestinian territories. After the establishment of the Palestinian National Authority in 1994, he was appointed under-secretary in the ministry of economy, industry and trade for the first government formed by Yasser Arafat.

He moved to the private sector in 1996 and was appointed general manager of the Palestinian Arab Bank for Investment. Later he became director general of Paltrade. In 2003 he formed a specialized office in economic consultancy and was appointed director general of the Palestine Economic Policy Research Institute, MAS.
