Adwan was born in Beit Hanoun. He holds a bachelor’s degree in political science from the College of economy and political science in Cairo, a higher diploma in political science from the Arab studies and research institute at the Arab League, and a master’s and PhD from British universities. He received the title of associate professor in 1996 followed by the title of professor in political science. He was a lecturer of political science, as well as responsible of student affairs and dean of the faculty of commerce at the Islamic University in Gaza. He was head of the Future Studies Center for research and political surveys and polls.

He was an officer in the popular liberation forces between 1969 and 1975 and was imprisoned for armed struggle in 1971 for three years. He has been arrested several times since then by the Israeli authorities and the Palestinian Authority (PA). He was also amongst those deported to Marj Zuhur in 1992. He has been a member of the Palestine National Council (PNC) since 1996 and worked as political and economic adviser to Sheikh Ahmed Yassin for several years. He has also worked as a journalist and author.
