Hatem Abdel Qader, a member of Fateh, served as minister of Jerusalem affairs in the thirteenth Palestinian government. He was appointed by PA President Mahmoud Abbas and on May 19, 2009 he was officially sworn in. Abdel Qader offered his resignation on July 1, 2009 in protest at the level of funding of the Palestinian interests in Jerusalem, however PM Salam Fayyad refused to accept his resignation.
