Hamayel was born in Kafr Malik in 1950, and attended Military College in Baghdad. He was imprisoned by Israel for 17 years for being a member of the Fateh party. He was given seven life sentences for attempting to organize Palestinians, but was released in 1985 as part of a prisoner exchange. He was re-imprisoned in 1990 and was exiled to Jordan in 1992. He returned to Palestine in 1994. He published Lullabies Behind Bars, a collection of poetry written while he was in prison.
Upon his return to Palestine he served as secretary general of the Fateh party in Ramallah district. In 1996 he was elected to the Palestinian Legislative Council (PLC), and served as a member of the interior committee and the budget financial affairs committee.
