Naim Abu al-Humus, a member of Fateh, was appointed by PM Fayyad as the secretary general of the cabinet on October 25, 2009, succeeding Hasan Abu Libdeh. He was made minister of education and higher education in the ninth Palestinian government, between February 2005 and March 2006. He had served as minister of education since 2002 and before that, from 1994, he was deputy minister of education.

Abu al-Humus was born in 1955 in Birzeit to a refugee family originally from Lydda, now Lod in Israel. He holds a bachelor's degree in education from the University of Jordan, a master's degree in special education and a PhD in education from San Francisco State University in the United States.
Between 1982 and 1989, Abu al-Humus served as head of the education and psychology departments at al-Najah University in Nablus. He was later head of the general examination committee and the textbook development committee. He has written eight books in the fields of education and politics.
He is a long-time political activist. He joined the Fateh party at the age of 14 and later became a member of the Palestine National Council (PNC). He also acted as observer to the revolutionary council. Since 1989 Abu al-Humus has served as the secretary general of the Palestinian Council for Higher Education.
