Jamal Naji al-Khudari, an independent, was minister of telecommunications and information technology in the government formed by Hamas between March 2006 and March 2007. He is a member of the Palestinian Legislative Council (PLC) and was elected deputy for Gaza.

Al-Khudari was born in Gaza in 1955. He holds a bachelor’s degree in electrical engineering from a university in Egypt. Since graduating, he has been a member of the board of Paltrade, and vice president and member of the board of directors of the engineers syndicate. He has been chairman of the board of trustees of the Islamic University in Gaza for the last 14 years. He is a successful businessman and has strong relations with several diplomatic and official figures.

After the Hamas government was dissolved in March 2007 he continued as a businessman and as chairman of the board of trustees at the Islamic University. He is also head of the People's Committee Against the Siege, denouncing the Israeli blockade of the Gaza Strip.
