Abu al-Sabah was born in the village of al-Sawafir al-Sharqiya in 1948 and later migrated with his family to settle in Rafah Refugee Camp. He received his primary education in UNRWA schools in Rafah and his secondary education from Beer Sabe School. He graduated from the Teachers Training College in Ramallah in 1969, where he specialized in science and mathematics and then taught at UNRWA schools. In 1981 he obtained a BA in Sharia from the Islamic University in Gaza, and then a master's degree in Sharia from al-Najah University in Nablus. He also holds a PhD from Um Durman University in Sudan.
After completing his PhD, Abu al-Sabah worked as a preacher at mosques in Gaza and became responsible for student affairs at the Islamic University in Gaza. He has been imprisoned five times in Israeli occupation prisons. After holding the post of minister of culture, he resumed his career as a writer and journalist and is well known for his writings in al-Resala newspaper.
