Yahia Yakhluf was minister of culture from the formation of the emergency government in October 2003 until the Hamas-led cabinet was formed in March 2006.

Yakhluf was born in 1944 in the village of Samakh, bordering Lake Tiberius. He obtained a BA in Arabic literature from the Beirut Arab University in 1971. He first joined the Palestine Liberation Organization (PLO) in 1967. He was secretary general of the Palestinian writers union for many years, as well as assistant secretary general of the Arab writers union, and director general of the PLO’s cultural department.

From 1994, prior to becoming minister of culture, he was deputy minister of culture.
