Jawad Tibi, a member of Fateh, was elected as the Palestinian Legislative Council’s representative for Khan Younis. He was brought into the emergency cabinet of October 2003 as the minister of health and remained in this position for the duration of the cabinet of November 2003 to 2005.

Tibi was born in 1959 in Khan Younis in Gaza. He was a general surgeon with a master’s degree in medicine. He has been a member of the Education and Social Affairs Committee and of the Budget and Finance Committee in the PLC. He is also a lawmaker and peace activist. He was imprisoned by Israel for eight years and four of his brothers were killed by the Israeli army. His cousin, Ahmed Tibi, is a member of the Israeli Knesset.
