Rawhi Fattuh, a member of Fateh, was minister of agriculture in November 2003 and served in this position until February 2005.

Fattuh was born in Rafah in the Gaza Strip in 1953. He is considered a moderate. In 1996 he was elected as the Palestinian Legislative Council (PLC) representative for Rafah in the Gaza Strip, where he was born and has lived most of his life. He served as secretary to the PLC until November 2003 when he became minister of agriculture. In March 2004 he was nominated as PLC Speaker.
He was interim president of the Palestinian Authority (PA) following the death of Yasser Arafat on 11 November 2004 until 15 January 2005. In accordance with Palestinian law, he held the post for 60 days until the elections were held and Mahmoud Abbas was sworn in. Fattuh supported Ahmed Qurei as Arafat’s permanent replacement.
Fattuh did not run in the 2006 elections and is no longer a member of the PLC. He was aid to President Mahmoud Abbas but was suspended from this position after being caught by Israeli inspectors at the Allenby Bridge border crossing with 3000 contraband cell phones in his car.
