Jamal al-Shubaki, a member of Fateh, was minister of local government from April until October 2003 and in the emergency government formed in October 2003 he was minister of local government, and minister of youth and sports. He then continued to serve in the position of minister of local government from November 2003 until 2005.

Al-Shubaki was born in 1952 in Ithna. His family is originally from Beit Jibrin (now Bet Guvrin in Israel). He holds a BA in geography from the Beirut Arab University.

He began his political career as an activist. He was imprisoned by Israel for 10 years because of his activism during the first Intifada. He is a member of the Palestine Liberation Organization’s Central Council and a member of the Fateh Revolutionary Council. He was first elected to the Palestinian Legislative Council (PLC) to represent Hebron district in 1996. He is head of the PLC economic committee, a member of the PLC political committee and a member of the PLC political prisoners committee.
