Shahin was born in Gaza in 1941. He was expelled from Gaza in 1986. He was most famous for his sit-in at the checkpoint between Rafah and Gaza City in July 1998, which launched a series of Palestinian blockades to settlements in the Gaza Strip. He also organized the mass resignation by Palestinian Authority ministers in 1997 in response to corruption allegations. His house was damaged when Israeli tanks shelled it in January 2002.
He served as Fateh’s representative from Gaza during talks between the major factions in August 2002. He blamed Hamas’ external leadership for vetoing the agreed draft and resigned from his position as the Fateh representative.
He works as a pharmacist assistant in Gaza.
