Muhammad Zuhdi al-Nashashibi, a member of Fateh, was minister of finance from 1998 until the 2002 cabinet reshuffle.

Al-Nashashibi was born in Jerusalem in 1925. He was the Palestinian Baath leader in Syria. After 1960 he became pro-Nasserist, in contrast to the anti-Nasser stance of the Syrian Baath party. He was a long-term independent member of the Palestine Liberation Organization (PLO) executive committee and headed the PLO department of economics. He was also a member of the PLO central council. He served as chair of the PNF in Amman and Tunis, was chairman of the board of trustees of al-Quds University, Jerusalem, and was member of the Palestinian Authority’s high council for refugee camps.
He returned to the occupied territories following the signing of the Oslo Accords in June 1994 via Jericho and was appointed PA minister of finance in 1994. President Yasser Arafat appointed him as a member of the Palestinian higher development council established in January 2000 with the goal of promoting investment in the PA and to control PA financial matters. He served as head of the PLO economics department.
