Abu Medien was born in Gaza in 1944 to a family from Beersheba where his grandfather was mayor. He is a trained lawyer and obtained a law degree from Alexandria University in Egypt in 1971. He was a member of various Palestinian councils and associations. He was elected chairman of the Gaza Bar Association between 1989 and 1994. He was a member of the Palestinian delegation to the Madrid process and the pro-Fateh Palestinian Legislative Council (PLC) member for Deir al-Balah.
He is most famous for calling on all Palestinians who sell land to Jews to be killed, for the justification of the death sentence and for denouncing the Palestinian non-governmental organization sector. He voted against the Hebron redeployment agreement.
After being minister of justice he became a member of the board of trustees at Hebron University, and continued to practice as a lawyer.
