Yusef Abu Safieh was minister of state for the environment in the government formed in 1998, until the 2002 cabinet reshuffle. He first won a seat in the Palestinian Legislative Council (PLC) in 1996.

Abu Safieh was born in 1950 and raised in the Jabaliya refugee camp. He received his BSc in biology and chemistry in 1972 and his master's in parasitology in 1977 from the American University of Beirut. He earned a doctorate in environmental sciences at the University of Texas in Houston in 1986.

He was acting vice president for academic affairs at al-Azhar University in Gaza and team member and water quality expert for the Gaza environmental profile. He is a member of the International Society for Environmental Epidemiology.
