Saleh was born in Deir Ammar Refugee Camp in 1953, but her family is originally from the village of Beit Nabala (now Lod and Ramla in Israel). She returned to Palestinian territories in 1993 after spending 22 years in Saudi Arabia. She currently lives in al-Bireh. She completed her secondary education at al-Bireh Girls School in 1971 and holds a BA in Islamic Sharia from King Abdel Aziz University in Mecca and a master’s degree and PhD in Islamic Sharia from Umm Al Qura University in Mecca. She was a professor at al-Quds University, and a visiting professor at al-Quds Open University. She undertook research in Islamic culture and the political rights of women in Islam.
After the Hamas government was dissolved in March 2007, Saleh became a professor at al-Batul Legislative Institute and has been a member of al-Huda Women’s Society. She is also a member of the Palestinian Legislative Council (PLC) for the Reform and Change list.
