Abu Daqqa was born in Jabaliya, Gaza, in 1961 and holds a PhD in mechanical engineering. He worked for several years in scientific research institutes and universities in Britain. He also worked in the department of mechanical engineering at Birzeit University. He was director general of scientific research in the Ministry of Education and Higher Education and was also director general of the Information Systems Union, BETA, and advisor to several foreign institutions, including the United Nations Development Program (UNDP) before becoming adviser in the ministry of telecommunications and information technology.
