Presidential Decrees Concerning the Elections
Presidential Decree # 3 of 1996 concerning the Palestinian Elections Commission
The President of the Executive Committee of the Palestine Liberation Organization,
President of the Palestinian National Authority,
Having seen the Law # 5 of 1995 concerning the transference of powers and competences;
Having seen the Law # 13 of 1995 concerning the elections;
Based upon the powers bestowed in me;
I hereby promulgate the following Decree:
Article 1
The establishment of the Palestinian Elections Commission
The permanent Palestinian Elections Commission shall be comprised of Mr. Mahmoud Abbas as President, and of the following as members:
1. Advocate Tawfiq Abu Ghazaleh
2. Dr. Jabi Baramki
3. Advocate Ibrahim As-Saqqa
4. Dr. Munthir Salah
5. Advocate Ali Safarini
6. Dr. Muhammed Ishtayeh
7. Mrs. Lamis Al-Alami
8. Dr. Riyadh Al-Khudari
Article 2
The tasks assigned for the Commission
The Commission shall operate in accordance with the provisions of the Electoral Law and/or any other legislation related to the elections in Palestine.
Article 3
Enactment of by-laws and regulations
The Commission shall enact the by-laws and regulations required for the performance of its tasks.

Presidential Decree # 14 of 2002 concerning the Palestinian Elections Commission
The President of the Executive Committee of the Palestine Liberation Organization,
President of the Palestinian National Authority,
Having seen the Law # 5 of 1995 concerning the transference of powers and competences;
Having seen the Law # 13 of 1995 concerning the elections;
Based upon the powers bestowed in me;
I hereby promulgate the following Decree:
1. Dr. Hanna Nassir shall be appointed as the President of the Palestinian Central Elections Commission.
2. All competent authorities, each within its own jurisdiction, shall implement this Decree. The Decree shall enter into force upon its issuance and shall be published in the Official Gazette.

Presidential Decree # 15 of 2002 concerning the Palestinian Elections Commission

Having seen the Law # 13 of 1995 concerning the elections;
Based upon the powers bestowed in me;
I hereby promulgate the following Decree:
Article 1
The permanent Elections Commission shall be comprised as follows:
1. Dr. Hanna Nasser as the President of the Commission;
2. Dr. Ali Jarbawi as the Secretary General of the Commission;
3. Judge Ishaq Muhanna as member;
4. Judge Mazin Sisalem as member;
5. Advocate Ali As-Safarini as members;
6. Advocate Shukri An-Nashashibi as member;
7. Dr. Rami Al-Hamdallah as member;
8. Mrs. Lamis Al-Alami as member; and
9. Advocate Ibrahim As-Saqqa as member.
Article 2
The Commission shall operate in accordance with the provisions of the Electoral Law and/or any other legislation related to the elections in Palestine.
Article 3

Presidential Decree # 1 of 1995 regarding the call for elections
The President of the Executive Committee of the Palestine Liberation Organization, President of the Palestinian National Authority, Having seen the Law # 5 of 1995 concerning the transference of powers and competences; Having seen the Law # 13 of 1995 concerning the elections;
I hereby promulgate the following Decree:
Article 1
The calling for elections
The Palestinian people in the Gaza Strip, the West Bank and Jerusalem shall be called for the general, free and direct elections to elect the President of the Palestinian National Authority and members of the Palestinian Legislative Council on Saturday, January 20, 1996.
Article 2
Polling
The process of voting for the candidates for the Presidency of the Palestinian National Authority and membership of the Palestinian Legislative Council shall be conducted on the basis of the final lists of candidates and voters.
Article 3
The commencement of Candidature
Candidature shall be commenced on December 14, 1995 and shall last for 9 days.
Article 4
Enforcement
The President and members of the Central Elections Commission must implement this Decree. The Decree shall enter into force upon its issuance and shall be published in the Palestinian Official Gazette.

Second: Pursuant to Article 5 of the Palestinian Electoral Law of 1995, the following seats shall be reserved for the Christians:
A. Gaza Constituency One seat
B. Ramallah Constituency One seat
C. Bethlehem Constituency Two seats
D. Jerusalem Constituency Two seats
Third: Pursuant to Article 5 of the Palestinian Electoral Law of 1995, a seat shall be reserved for the Samaritan Community in Nablus Constituency.
Fourth: The President and members of the Central Elections Commission must implement this Decree. The Decree shall enter into force upon its issuance and shall be published in the Palestinian Official Gazette.
