Ziad al-Bandak, an independent candidate, was appointed minister of agriculture and minister of local government in the Palestinian emergency government formed in June 2007. He continued to serve in these positions in the Palestinian provisional government.

Al-Bandak was born in Amman in 1960. He obtained a master's degree in electricity from Germany and was deputy head of the Palestinian Student Union. He returned to the West Bank in 1986 and opened a factory manufacturing electronic plates. Between 1997 and 2005 he was deputy mayor of Bethlehem. From February 2005 he served as minister of tourism in the ninth Palestinian government since the establishment of the PA until Hamas came to power in March 2006. He is popular for being a member of the Palestinian peace camp.
