Al-Khalidi obtained a PhD in constitutional law in 1976. He is considered a Palestinian technocrat and an expert in law. He was dean of the Faculty of law at al-Najah University in Nablus and was head of the Palestinian constitution drafting committee.

After being minister of justice, he returned to al-Najah University where he is a professor of constitutional law.
