Khaled Abu Arafeh was a minister without portfolio in the government formed by Hamas between March 2006 and March 2007. He is a prominent Hamas leader in Jerusalem.

Abu Arafeh was born in Jerusalem in 1961. He completed his secondary education at the Arab Kuwaiti Institute in 1978 and holds a bachelor's degree in electrical engineering from the Technology University in Baghdad. From 1987 to 1993 he worked as technical manager in the Sinnoqrot Company for food products. Since then he has worked in the field of trade in Jerusalem where he owns a store selling construction materials.

He is head of public relations at Silwan Charitable Society, head of the Holy Quran Home Institute in Ras al-Amud and a member of the Land Defense Committee and the Silwan Real Estate Committee. He was also deputy head of the Society Development Institute, which was closed by Israeli authorities. He has been arrested several times for his activities with Hamas.
