Hasan Asfour, a member of Fateh, served as minister of state (without portfolio) from August 1998 and then became minister of non-governmental organization affairs from 1999. His appointment to this position was not presented to the Palestinian Legislative Council (PLC) for approval and therefore the exact nature of the role was unclear. He lost his position in cabinet in June 2002. He was an independent PLC member for Khan Younis.

Asfour was born in Rimal in the Gaza in 1950. He was a long-term member of the Palestinian negotiation team in the Oslo process. He was secretary to the Palestinian negotiation team that concluded the initial Oslo negotiations and he produced a joint draft of the Declaration of Principles. He gave a pessimistic review of the flaws in the Palestinian negotiating strategy. He was a leading figure in the Palestinian People’s Party (PPP). In May 2002, he was attacked and hospitalized by suspected supporters of Rajub, due to his alignment with Dahlan.
