THE DIVISION OVERSHADOWS THE PRISONERS` STRIKE AND THREATENS THE ACHIEVEMNT OF THEIR DEAMNDS
THE JORDANIAN PRISONERS AND FATAH`S PRIOSNERS IN “ESHEL” PRISON DECIDE TO JOIN THE HUNGER STRIKE

The Palestinian division is overshadowing the general hunger strike that the prisoners in all Israeli occupation jails intends to start next Tuesday with the purpose of achieving a set of demands to improve the conditions of their detention which have noticeably deteriorated during the recent years.
Fatah movement is afraid of the start of the strike on April 17th, on the Palestinian Prisoner Day, by only prisoners from Hamas and some factions as this would affect its impact and reduce the expected pressure on the Israeli prison service to comply with the prisoners` demands. Hamas movement for its part says that a retreat from the set date of the strike is out of consideration, citing that this date is very appropriate, mainly because it will coincides with the Palestinian Prisoner Day and will produce a major echo in the media.
Minister of prisoners and ex-prisoners Issa Qaraqei` warned of the danger that lies in a partial strike as it would linger and gives the prison service a pretext not to comply with the prisoners demands and undermine their step without making any achievement. He appealed to all national and Islamic factions inside the prison to unify their stance and struggle program and to choose an appropriate time to announce on their measure, citing that around 16000 prisoners will be on a hunger strike as of April 17th.
On the other hand, head of the Palestinian Prisoner Club Qaddoura Fares refused to describe the argument between prisoners on this regard as a split, considering it rather as differences in opinions. He added that the entire prisoners are convinced with the necessity of defending their rights and demanding what have been usurped from them in the course of the past years. Fares said that waiting until knowing the results of the underway dialogue between the prisoners and the Israeli prison is reasonable because if the dialogue would accomplish the prisoners` demands the prisoners can be spared the suffering during the strike and putting their life at risk.
Fares unveiled that he phone called deputy minister of prisoners` affairs in the deposed government in the Gaza strip Muhammad al-Qatri and suggested him to delay the strike until May 10 maximally if the results of the dialogue with the prisoner service would be negative. He added that al-Qatri “received the suggestion positively and vowed to study it with the committee that is in charge of the prisoners` affair in Hamas movement”. It should be noted that the prisoners have been engaged in dialogue with a committee of the prison service consisting of former chief of prison service Yitzhak Gabai and prison intelligence officials. This committee is expected to provide a response on the prisoners` demands within days; however, the prisoners prefer to preempt the response with an open-end hunger strike as they doubt the intentions of the Israeli authorities. Fares also confirmed that Fatah`s prisoner in “Eshel” prison have decided to join the hunger strike on April 17th, which means that not the entire Fatah`s prisoners as well as not the entire Hamas`s prisoners will be on a hunger strike, according to Fares. Meanwhile, the veteran Jordanian prisoners in the occupation jails have decided to join the open-end hunger strike on April 17th, stressing they won`t break it until being allowed to meet their families after they have been denied this right since the first day of their detention.
According to a press communiqué by the Prisoners Study Center, Israel continues holding a number of Jordanian prisoners in inhumane conditions including Iyad Abu Khader (spent 8 years of 9 years imprisonment sentence), Riad Saleh (spent 9 years of 17 years imprisonment sentence) and Ahmad Khreis (spent 8 years of 17 years imprisonment sentence). PRESIDENT ABBAS: I WILL NOT RUN THE ELECTION AND WE MAY TURN TO THE UN; THE GOVERNMENT RESHUFFLE DOES NOT CONTRADICT WITH THE RECONCILIATION
President Mahmoud Abbas has left the door open for possible resort to the UN in pursuit of a non-state membership status in case of the failure of the underway efforts pertinent to re-launching the peace process.
Speaking to reporters in Tokyo about the letter that will be delivered to Netanyahu next Tuesday, Abbas said: “we cannot disclose the content of the letter but it will include a detailed explanation of the situation between us and the Israeli side, and we will demand a set of things that need to be clarified by the Israeli side”.
Abbas said that three steps should be exhausted before resorting to the UN: “first one is sending a letter to Netanyahu, then the response that we will get from him, the US could afterwards propose some options and suggestions to return to negotiations on the basis that Israel halts settlement actions and recognizes the two-state vision on 1967 borders. If nothing would come out of these three steps, we will certainly mull resorting to the UN and there is no need to set a deadline for resorting to the UN”.
With regard to the government reshuffle, Abbas said: “there is no contradiction between what we have announced with respect to government reshuffle in Salam Fayyad`s government and the Doha agreement”, citing “if we would reach the implementation of Doha agreement, the issue of reshuffles will be ceased, and if the Doha agreement would not be implemented soon the reshuffles will continue”. PRESSURES INSIDE FATAH ON THE CENTRAL COMMITTEE TO APPOINT MOVEMENT`S CADRES TO SOVEREIGN MINISTERIAL PORTFOLIOS IN THE UPCOMMING GOVERNMENT RESHUFFLE
“Al-Quds al-Arabi” had learned from informed sources in Fatah movement that the Central Committee is facing pressures from inside the movement which demand appointing movement`s cadres to sovereign ministerial portfolios, particularly the foreign affairs, the finance and the interior ministries in the upcoming government reshuffle. Yet, the sources cited that the issue of government reshuffle has not yet been discussed officially in the Central Committee which is split over the importance of getting important ministerial portfolios.
Member of Fatah Central Committee Muhammad al-Madani said: “it would be out of consideration, according to the official rational of the movement, that in the next government reshuffle- in case it will happen- Fatah would seek a bigger share in the government by assuming additional ministries”, stressing that “Fatah Central Committee prioritizes national enterprise and achieving national reconciliation”.
On the other hand, deliberations are underway among official Palestinian circles on the necessity of conducting changes in the PA structure by replacing some old faces with new ones. Official Palestinian sources said that this is “only suggestions” that have been proposed with the purpose of renewing the work of the PA and restructuring it by replacing senior officials who have served many years in the PA political and internal kitchen with Palestinian expertise from abroad. APPOINTMENTS HALTED AT LAST MOMENT…A NEW FATAH LEADERSHIP COMMITTEE IN THE GAZA STRIP TO BE DISPLAYED BY SHAATH TO THE CENTRAL COMMITTEE
Informed Palestinian sources said that Fatah Central Committee discussed last night appointing a new leadership to the movement in the Gaza strip according to which some current leaders of the movement, on top of whom is Abdullah Abu Samhadaneh, will be discharged.
The sources told “SAMA” news agency that Dr. Nabil Shaath displayed before Fatah Central Committee a new vision to a higher leadership committee in the Gaza strip and this vision was supposed to be presented to president Abbas latter on. Haniyyeh-led government in Gaza announced that its security apparatuses are strictly working on securing the borders between Rafah in the south and Egypt. Spokesperson of the interior ministry Ehab al-Ghusein said that the security apparatuses have been watching the tunnels strictly as only basic materials for the population of the Gaza strip is being allowed while the entry of people is forbidden totally.  
With regard to the accusations that Israel voiced about Gaza security apparatuses practicing activities inside Sinai, al-Hussein said that the work of these apparatuses is “limited inside the Palestinian borders”, stressing that protecting the joint borders between Gaza and Sinai “is part of our security and the security of Sinai alike”.
Meanwhile, a Palestinian family in Gaza denied charges by the Egyptian authorities that its 52-year old son Eyad Okal possessed espionage equipments when he was at Cairo airport on route to the Gaza strip.
Egyptian press reported earlier that a dual Palestinian-US nationality man was seized while espionage equipments were in his possession before passing from the western bank of the Suez Canal to the eastern bank via his car on route to the Gaza strip.
Okal`s brother told “SAFA” news agency that his brother had in his possession gifts including three iPods, 10 hunting binoculars, including only one for the night use, which he brought to a friend who owns horse riding club in the Gaza strip. An Egyptian security source unveiled to the DPA that Egyptian army and police forces arrested in Sinai three Palestinians who infiltrated from the Gaza strip, and that the three are involved in sabotage and terror actions.
The source added that an unmovable ambush by the army and the police stopped a car near Beer al-A`bed city, north of Sinai, last Friday while on route to Cairo. He added that the three young Palestinians who were in the car are among wanted personalities by the Egyptian security. The investigations have shown, according to the source, that they infiltrated into Egypt via tunnels and they agreed with a private car driver to transport them to Cairo in exchange for a very high fee. A HAMAS DELEGATION CHAIRED BY A-ZAHHAR IN CAIRO
A six-member delegation of Hamas from Gaza, which is in charge of the Palestinian reconciliation, arrived last Saturday in Cairo. Press sources said that Hamas delegation that is chaired by Mahmoud a-Zahhar will meet with Egyptian officials to display recent developments in the Gaza strip and discuss means to support the Palestinian reconciliation. THE ISRAELI ARMY BANS PEACEFUL CYCLISTS` MARCH IN AL-O`OJA
The Israeli army intercepted in al-O`oja, north of Jericho, cyclists` march that was launched under the barren of “Visit the Jordan Valley” with the participation of foreign and Palestinian activists.
The occupation army assaulted the participants who tried to continue the march on route 60 towards the northern Jordan Valley areas that are adjacent to Israeli settlements. Injured participants were evacuated to hospitals. (Al-Hayat al-Jadida)


Israeli newspaper: Netanyahu will meet Abbas within days

The Israeli “Yated Neeman” newspaper reported on Sunday that an official meeting will be held within days between the Israeli PM Benjamin Netanyahu and the Palestinian president Mahmoud Abbas.

The Palestinian foreign affairs minister: there is a US support to our letter to Netanyahu

PA foreign affairs minister Riad al-Maleki said that the political letter that the Palestinian leadership intends to deliver to the Israeli PM Benjamin Netanyahu enjoys the support of the USA. Al-Maleki told the Palestinian radio “Voice of Palestine” last Saturday that the US administration rejected the idea of sending a letter to Israel and tried repeatedly to dissuade the Palestinian leadership through contacts by its most senior officials including the US secretary of state Hillary Clinton.
However, al-Maleki added, “Washington backtracked on its stance after being briefed with the content of the Palestinian letter, and expressed its support to the idea. It informed us that it will propose a set of ideas without specifying them to activate the peace process should the efforts of the leadership reach a deadlock and if Israel would negatively respond to the letter”.

A Palestinian public poll: rise in popularity of Islamists and retreat in popularity of secularists

A Palestinian public poll showed a Palestinian retreat in support to secular political parties as oppose to a rise in popularity of Islamist movements, particularity the Islamic Jihad Movement.
The poll, which was conducted by Ramallah Center for Human Rights Studies on a random sample including 1370 people, indicates that the support for religious parties in the West Bank and the Gaza strip stands at 57 percent while 41 percent oppose them, and that 27 percent supports secular parties while almost 67 percent oppose them.

The “Shabak” threatens to re-arrest 40 liberated prisoners

“Yedeot Ahronot” website reported last Saturday that the names of 40 liberated prisoners under Shalit Deal have been blacklisted under the pretext they have returned to practicing actions of resistance.
According to another report by the Israeli radio, monitoring of the actions of the first group of released prisoners under Shalit Deal, which consisted of 450 male prisoners and 27 female prisoners, shows that 47 have returned to actions of resistance, including seven who have been rearrested, in addition to more 40 that the “Shabak” is preparing to deal with .

After nine months of legal battles, sheikh Raed Salah will return to Palestine tomorrow

The Palestinian Forum in the UK affirmed in a press communiqué that sheikh Raed Salah will return to homeland on April 16th after winning a legal petition against a deportation decision by the UK interior ministry.
The Palestinian Forum and a number of friendly UK associations will organize on Sunday a mass celebration to bid sheikh Salah farewell. Q: President Abbas said that the US administration will probably offer some options. Do you have guarantees to that?

We certainly do not have guarantees. We are aware of that the US administration will be preoccupied this year with the presidential election in addition to its constant partiality towards Netanyahu-led government as it has refrained from taking any counter measure to compel Israel to halt the colonialist expansions and to engage it instead in a political process.
President Abbas said a letter will be sent to Netanyahu and to the world leaders. Afterwards, we will wait to a response from Netanyahu-led government although we are fully aware it will reject its content.
Since the USA considers itself as a mediator in the peace process, it should fulfill a key mission. Nevertheless, the alternative steps which president Abbas talked about will probably be handled with the international community including the international and legal agencies.

Q: Do you expect the US administration to impose specific demands on both the Israeli and Palestine sides?

The US administration could impose something once and retreat from it after a while. Everyone knows well how president Obama talked shortly after he assumed his office, specifically in his Cairo speech, on the necessity of halting the illegal settlement actions and opening a political prospect on the basis of the pre-1967 borderlines. Yet, everyone is also very aware of how he backtracked on all these positions, including in his speech at the UN and the one before the AIPAC.

Therefore we do not expect a serious role by the US administration in terms of applying pressure on the Israeli government.

Netanyahu’s offer for peace

Israeli Prime Minister Benjamin Netanyahu is said to be drafting a letter to Palestinian President Mahmoud Abbas, detailing his offer of renewed peace negotiations in response to a Palestinian statement on their stand.
Netanyahu’s letter, according to officials quoted in the Israeli news media, will contain nothing new except that it will not include a demand for Palestinian recognition of Israel as a Jewish state.
Netanyahu will restate his demand that Israel maintain control over the Jordan Valley and that any future Palestinian state be demilitarised, according to the reports.
Netanyahu has repeatedly demanded that the Palestinians recognise Israel as the state of the Jewish people as a precondition to the peace talks. Such recognition is a non-starter because it would mean denying the Palestinian refugees the right of return to their ancestral homeland, from which they were evicted in 1948.
According to Israeli officials, the demand that the Palestinians offer this recognition will be made only towards the conclusion of the peace negotiations.
Netanyahu’s office said last week that during his scheduled meeting with a delegation of senior Palestinian officials this week, the Israeli premier would suggest holding direct negotiations with Abbas. Netanyahu’s aide, Yitzhak Molcho, will relay this message at his upcoming meeting with Abbas, during which he will also present the Israeli message to the Palestinian president.
The Palestinian delegation is expected to include Prime Minister Salam Fayyad, top negotiator Saeb Erekat and Palestine Liberation Organisation Secretary General Yasser Abed Rabbo.
The delegation will present Netanyahu with a message regarding the peace process. The message, said to be the final product of months of Palestinian deliberations, will stress that no negotiations would go ahead while settlement construction continues and while Israel refuses to accept the 1967 borders as the basis for negotiations for a two-state solution.
It is difficult to see any breakthrough while Israel insists on its terms for peace. While the Palestinians recognise that a peace agreement could be achieved only through negotiations, the Israeli refusal to accept the legitimate rights of the Palestinians as the basis for a solution renders the whole process meaningless.
Israel is also twisting the Palestinian position that the 1967 borders should be the starting point for negotiations, a position explicitly backed by US President Barack Obama, which does not entirely mean that Israel will withdraw to the positions it held at the outset of the 1967 war. In principle, the Palestinians are willing to accept some territorial compromises in order to accommodate Israel’s insistence that it keeps most, if not all, major Jewish settlements in the occupied territories. Israel deliberately ignores this position and has repeatedly stated that the 1967 lines are “indefensible”.
Abbas said that if Netanyahu is not willing to resume peace negotiations by suspending settlement construction in the occupied territories, the Palestinians will file a complaint against Israel in the UN. Not that it would do any good, given Israel’s stubborn refusal to heed UN resolutions and appeals, but it would go on UN record that the Palestinians are only demanding their legitimate rights as enshrined in UN resolutions and international law.
Abbas is under pressure from Obama to drop his demand for a freeze of Israeli settlement work before renewed peace negotiations. It is high time for the US president to realise that it is a legitimate demand, as well as a political stand, given that Israel is not willing to offer any token of good faith and sincerity for a solution for its conflict with the Palestinians.
It is not difficult to understand that it is not at all easy for Netanyahu, who is saddled with extremist partners in his coalition government, to declare a freeze in settlement work. How could his coalition partners be expected to endorse a peace agreement based on the legitimate rights of the Palestinians when some of them clearly said they would quit the coalition if the government ever made concessions on the status of Arab East Jerusalem in peace negotiations. Others threatened to bring down the government if Netanyahu agrees to negotiate the status of the Jewish settlements in the occupied territories.
The picture is clear. There is no hope of fruitful negotiations as long as the present coalition remains in power in Israel, since it is unable to take any realistic measures for peace with the Palestinians.
Therefore, it would be wise if the Palestinians would wait for the next general elections in Israel and see whether there is any change in the coalition structure that will allow serious negotiations to be launched.
In the meantime, they should continue to strengthen their international standing and pursue their quest for UN recognition of their statehood regardless of any pressure from any quarter. They definitely need to refocus their efforts. The shameful low-level attention that this year’s Land Day, which falls on March 31, received seems to imply how fast and deteriorating is Arab and Muslim interest in the Palestinian struggle. The Palestinians need to restore that interest.
Welcome to Palestine: 'Even prisoners are allowed visits'  

Even Jews can be barred by Israel from travelling to Bethlehem - for the thought crime of supporting Palestinian rights.

So far, there has been scant US press coverage of 'Welcome to Palestine' [EPA]  
Washington, DC - What difference will it make to the lives of Palestinians in the West Bank when the world meets their demands for freedom and self-determination?
One difference it will make: like other peoples of the world, the Palestinians will get to decide who they can invite to visit them.
Right now, if you, as a citizen of the United States, Canada, or Europe, decide that you want to visit Bethlehem, a Palestinian city in the West Bank - the same Bethlehem that Christians believe to be the birthplace of Jesus - you have two ways to begin your journey. You can fly to Israel, and cross the 1967 border to the West Bank. Or you can fly to Jordan, and cross to the West Bank over one of the bridges. But whichever way you go, you cannot pass to Bethlehem without the permission of the Netanyahu government, which controls all paths you can take to Bethlehem.
If you are a Likud supporter, flying into the Israeli airport should present no problem. But if you are a supporter of Palestinian rights, the Netanyahu government could stop you from going to Bethlehem on purely political grounds - even if you have never committed any crime and have no intention of ever committing one, even if you have never attended a Palestinian protest in the West Bank and have no intention of attending one. You could be barred by the Netanyahu government from going to Bethlehem simply for the thought crime of supporting Palestinian human rights.
Indeed, even Jews from the US can be barred by the Netanyahu government from travelling to Bethlehem for the thought crime of supporting Palestinian rights.
Given the economic, political and diplomatic support given to the Netanyahu government by North America and Europe, this is a spectacular state of affairs. You might think that governments and media in North America and Europe would express forceful concern if their citizens' right to travel were obstructed by a government they were doing so much to support.
Palestinian campaign
This weekend, this question will be put to the test by the "Welcome to Palestine" campaign.
The Associated Press reports:
Activists with the "Welcome to Palestine" campaign are set to land in Israel on dozens of flights Sunday. They say they wish to travel to nearby Bethlehem in the West Bank to participate in a week of activities, like the dedication of a school and homestays with Palestinian families.
Mazin Qumsiyeh, a Palestinian campaign organiser, said the activists were coming to exercise their right to visit the Palestinian territories.
"The object is not to fly in to make a protest at the airport. The object is for foreigners to visit us," Qumsiyeh said. "Even prisoners are allowed visits."
The Netanyahu government says that it will "round up activists who land in the country and deport them", which is again a spectacular fact. Apparently, you can be deported by the Netanyahu government not because of what you do, but because of who you are. If you are an "activist", then Palestinians welcome you to Bethlehem, but you may not be able to get there, because the Netanyahu government may deport you for being such an "activist".
So far, there has been scant press coverage in the US of "Welcome to Palestine", and this again is a spectacular fact. But the good news is that, thanks to the wonders of the internet, we don't need to wait on the New York Times and the Washington Post. The Blast is coming inevitably

Does anyone of you remember the number of times in which the Palestinian government announced it will conduct reshuffles to Salam Fayyad`s government and the subsequent rumors and exchange of names before the issue gradually calms downs until totally vanishes away and placed on the shelf?
Does anyone of you remember the number of times Ismail Haniyyeh practically conducted ministerial reshuffles by adding new ministers and discharges others without any accompanied announcements, rumors and speculations of names?
This comparison is meant to show that the first one makes announcements without implementation while the other one implements without making announcements. The reason for this could be that the Palestinian government is adherent to unity and is determined not to conduct any action that could be explained as abandoning unity…Does not Gaza share the same adherence?
Two days ago, Dr. Nabil Shaath said we are not hostage to the US election but “we” are waiting to the results of the internal election in Hamas. Is this true? This is a new rhetoric that reinforces the conviction that the Gaza strip is taking the West Bank as a hostage and it is even taking the entire cause as a hostage.
When president Abbas headed to the UN to deliver a speech, some voices were heard in Gaza questioning its viability, and when the PA retreated under pressure of threats and exactions from the statehood membership application in the UN, no one in Gaza articulated any alternative except the some talking about reconciliation which has rapidly evaporated and disappeared from the agenda.
The PA wants legislative and presidential election in order to re-mandate the people to decide on who should represent them. Why has Gaza obstructed the process of the election although it is the only path to reverse the situation to normality and to correctness?
We, before anyone else, should be blamed for the stalemate in our cause because we insist on preserving seats and reject mandating the people to play their role in an election.
Over half of the PA`s budget goes to Gaza as it pays for salaries, health and educational services, water and electricity; and yet it is treated as loathsome. What compels the PA to continue with this game?
The continuation of the current situation simply means consecrating the division and laying the foundations for an Islamic emirate in Gaza that will be battled over after the purpose for which it was established is exhausted.
Also, the continuation of the situation in the West Bank means persisting cloud of the “negotiations` crisis” that overshadows the PA-Israel ties, during which settlement actions father deepen and intensify until the possibility for establishing a Palestinian state vanishes away like a dream that is far away from reality.
Despite of this frustrating and dark picture, the less beneficiaries of this aberrant situation, the silent majority of the people, is sick with this division, occupation, settlements, negotiations, the Quartet, international envoys, donors and all the like.
No one could guarantee the continuation of its silence and no one could guarantee the consequences of the break of the silence. Increasing pressure would lead to a blast and this blast is coming inevitably.
