Fakhri Musa Turkman, an independent, was minister of social affairs in the government formed by Hamas between March 2006 and March 2007.

Turkman was born in 1950 in Jenin. He holds a bachelor's degree in psychology and philosophy and a diploma in education. He was clerk at the budget and financial committee of the Palestinian Legislative Council (PLC) and a member of the education and social affair’s committee of the PLC.

After he had served as minister of social affairs, he became a principal at a school.
