Mohammad Kamal Ibrahim Hassouneh, an independent, served as minister of national economy and minister of telecommunications and information technology in the Palestinian provisional government. Prior to the formation of the provisional government, he held these positions in the emergency government formed in June 2007.

Hassouneh is a businessman, born in Hebron in 1942. He holds a degree in law from Cairo University. With the help of investors, he established several companies, including al-Sharq Electrode Factory and Petropal. He currently holds the post of general manager and head of the board of directors of Petropal. He has held several posts in voluntary and private sector organizations, including head of the Engineering and Mineral Industries Union in Palestine, head of the Palestinian Economic Development Group and head of the Cooperative Housing Association in Hebron.
