Abrash was born in Gaza City in 1952 and holds a PhD in political sciences from Mohammed V University, Rabat. Prior to becoming minister of culture for the emergency government, Abrash was dean of the Faculty of arts at Azhar University in Gaza. He has produced several publications about Palestinian society and the political system.
