Jamil al-Tarifi, a member of Fateh, was minister of civil affairs between 1998 and 2001. He was reappointed to this position in the emergency government of October 2003 and continued to serve in this position in the government formed in November 2003. He was elected as the Palestinian Legislative Council (PLC) representative for Ramallah district as an independent.

Al-Tarifi was born in 1947 and became a refugee in the 1948 war. Al-Tarifi holds a BA in law from Cairo University. He began his career as a lawyer and then became deputy mayor of al-Bireh between 1976 and 1982.

He was a member of the Palestinian delegation to the Madrid Conference and a member of the safe passage negotiating team.
