Faluji was born in the Jabaliya refugee camp in 1962. He obtained a BA and an MA in civil engineering from the USSR and graduated in 1987. He was a member of the Muslim Brotherhood and joined Hamas after its establishment in 1988. He was imprisoned by the Israeli authorities for six years and published a novel in 1992 entitled Novels from the Darkness. He was a Hamas official and edited its newspaper, al-Watan, but left to accept a senior position within the Oslo-based institutions. He was involved in the Palestinian National Dialogue in Cairo in May 1994 and participated in the Middle East Economic Forum in Amman in 1995. He joined Fateh to run on its list for the Palestinian Legislative Council (PLC) elections. He was the most prominent member of the PLC not to condemn the Hamas bombings of February 1996. He remained critical of Yasser Arafat and voted against the 1997 Hebron redeployment agreement.

He ran unsuccessfully in the 2006 PLC elections to become Fateh’s representative for Jabaliya district.
