Riyad al-Zanoun, a member of Fateh, was minister of health from May 1996 until October 2002. He was the Fateh member of the Palestinian Legislative Council (PLC) for Gaza constituency.

He was born in 1939, and became a refugee after the 1948 war. He holds a PhD in medicine and practiced as a doctor before becoming minister. During his time as minister of health he threatened to resign in June 1997 over doctors’ salaries, and again in 2000 over funding of the ministry of health.
