Khashaan was born in Jerusalem in 1956 and holds a PhD in constitutional law. He has contributed to the formation of many Palestinian laws, including the press law and the social affairs law. He is active in the field of human rights. He was one of the founders of the Faculty of law at al-Quds University, and was dean of that faculty from 1992 until 2002. He is a member of the board of trustees of several Palestinian academic institutions such as Hebron University. In 2002, he was appointed secretary general of the Palestine Constitution Committee, a position he still holds. Between 1987 and 1991 he worked as head of the Belgian-Palestinian Friends Society, and he is the representative of the Arab Center for Law Development and Integrity in Palestine.
